Foundational Methodology and Practical Applications Linked to Egypt's Vision 2030

1. Preamble and Definition

**Composite Indicator:** A unified measure created by combining a set of sub-indicators (international/local) after **normalizing**, **weighting**, and **aggregating** them to produce a composite score that simplifies complex phenomena for policymakers.

Established Global Examples

  • **Human Development Index – HDI** (UNDP): Combines health, education, and income into a single score.
  • **E-Government Development Index – EGDI** (UNDESA): Composed of online services, telecom infrastructure, and human capital.
  • **Environmental Performance Index – EPI** (Yale & Columbia): Aggregates dimensions of environmental health, ecosystem vitality, and climate change.

2. Composite Indicator Building Methodology within ENCC

The building methodology includes nine steps to ensure accuracy and transparency.

Key Steps

  1. **Policy Question:** Clearly define the policy question.
  2. **Selecting Building Blocks:** Choose international and local sub-indicators.
  3. **Definitions and Measures:** Define the direction, unit, and data source for each variable.
  4. **Missing Data:** Establish a documented policy for handling missing data.
  5. **Normalization:** Use either Min–Max or Z-score methods.
  6. **Weighting:** Use equal or policy-based weights.
  7. **Aggregation:** Use linear aggregation or geometric mean.
  8. **Sensitivity and Robustness:** Test the impact of changing weights and normalization on the results.
  9. **Uncertainty:** Add a confidence interval and data quality tags.
  10. **Internal Governance:** Mandatory linking to governance logs.

3.1 Government Digital Readiness Composite (EDRC)

**Purpose:** To measure the progress of government digital transformation, institutional capabilities, and human capital.

**Proposed Aggregation:** Geometric mean within the international basket (EGDI+DGI+WGI) and an additive mean within the local basket. Final: Score=0.5×International+0.5×National.

3.2 Governance and Integrity Composite (EGIC)

**Purpose:** To track progress in integrity, transparency, and the rule of law and link it to reform initiatives.
